Facebook founder Mark Zuckerberg announced on 1/7 in an official statement from Meta that they will reform the content censorship mechanism of Meta, end the third-party fact-checking program, and switch to the Community Notes system. At the same time, they will relax content restrictions on some mainstream political issues, aiming to give users more freedom of expression.

Complete the third-party fact-check and switch to community notes

Meta launched a third-party fact-checking program in 2016, originally intended to verify content on platforms such as Facebook and Instagram through collaboration with third-party organizations. However, during the implementation of the program, there were many biases that resulted in interference with normal political discourse.

To this end, Zuckerberg announced that the project will be discontinued in the United States and replaced with a Community Notes model, using simpler annotations to replace the previously more intrusive warnings. This model is based on the community platform Twitter, allowing users to add annotations to controversial posts, which are then rated by users from different perspectives, ensuring fairness at the same time.

Relaxing some speech restrictions and introducing LLM to assist with content review

Zuckerberg acknowledged that the overly complex content standards previously set by Meta had led to many innocent users being blocked or reported for trivial issues. Among the millions of pieces of content deleted by Meta in December, 10% to 20% were mistakenly deleted.

Zuckerberg said that the new policy will lift restrictions on certain mainstream political issues such as immigration and gender identity that are frequently discussed in public, making the platform's regulations more in line with reality. At the same time, Meta will focus on combating terrorism, fraud, and other illegal content, while prioritizing user self-reporting for less serious violations. In addition, Meta also plans to introduce AI Large Language Models (LLMs) to assist in content moderation mechanisms and enhance the efficiency of user appeals.

Personalized political content recommendations, returning to the original intention and emphasizing freedom of speech

Starting in 2021, Meta has reduced the political and social content in users' dynamic feeds. However, this 'comprehensive reduction' has left some users dissatisfied. Zuckerberg has stated that they will restore this content and recommend more relevant content based on user interaction, such as likes, views, and preferences, and users can also adjust the display frequency of political content themselves.

Zuckerberg said the changes are aimed at realizing the idea he proposed in a speech at Georgetown University in 2019: "Let everyone speak, rather than suppress dissent to maintain the status quo."
