Lawmakers in the U.S. House of Representatives are preparing to hold a hearing on a crypto tax policy framework as part of a Republican push to consider bills on central bank digital currencies, stablecoins, and market structure.
In a statement released Wednesday, the House Tax Writing Committee (Ways and Means) and Oversight Subcommittee leadership announced that they have scheduled a hearing for July 16 to focus on "concrete steps needed" to establish a tax policy framework for digital assets. The event, titled "Delivering a Digital Asset Policy Built for the 21st Century," will take place as House members are expected to vote on three crypto-related bills.
It was unclear who would be invited to testify at the hearing. The U.S. Senate Banking Committee addressed market structure legislation on Wednesday and heard from Brad Garlinghouse, Summer Mersinger, and Jonathan Levin.
Republican lawmakers in both the House and Senate have proposed various legal avenues to address regulatory issues affecting the crypto and blockchain industry.
During debate on U.S. President Donald Trump's budget bill, a Wyoming senator proposed a provision addressing double taxation for cryptocurrency miners and stakers. The bill passed the Senate without such amendments, and Lummis introduced a standalone bill addressing digital asset taxation days later.
Will the House or the Senate address market structure?
As part of "crypto week," which begins Monday, Republicans will discuss the GENIUS Act for payment stablecoins, the Anti-CBDC Surveillance State Act, and the Digital Asset Market Clarity (CLARITY) Act, which addresses market structure.
While the CLARITY Act was drafted in the House, the Senate Banking Committee leadership stated in June that the Senate intends to pursue its own crypto market structure plans and has set a target of September. Two separate versions of the Anti-CBDC Surveillance State Act have been introduced in the House and Senate, but neither bill has yet passed either chamber.
By contrast, the GENIUS Act awaits a full House vote after passing the Senate in June, with potential amendments and debate. Trump has urged House members to pass the bill cleanly "without additions" and has stated that he will sign it into law immediately after such a vote.
